Server-side rendered Jinja2 frontend at /browse/ so agents can open a URL for users to review notes visually.

Routes:

GET /browse/ — projects
GET /browse/projects/{slug} — notes in project
GET /browse/notes/{slug} — render note
GET /browse/tags — all tags
GET /browse/tags/{name} — notes by tag
