Rewrite the note-conventions note to document the target 14-type system:

Active types (8): board, project-page, sop, convention, template, skill, agent, doc
New types (4): review, architecture, validation, user-story
Frozen types (2): plan, phase (keep in enum, stop creating)

Remove: reference, journal, incident, post, todo, issue, milestone, sprint

Update sections:

Note Types table -- new 14-type taxonomy with enforcement chain status
Status Values table -- add new types, remove deprecated
Tag Taxonomy -- update retiring tags list
Key decisions -- document the axiom (type → template → SOP → hook)
Add section: Frozen Types (plan/phase rationale)

Acceptance Criteria

note-conventions documents exactly 14 types
Each type has enforcement chain status (template Y/N, SOP Y/N, hook Y/N)
Frozen type section explains plan/phase are live but not for new work
No references to deprecated types as active
